China and Russia in the coming years can form a single space navigation (NP). Negotiations on the harmonization of equipment standards for the Russian GLONASS satellite navigation system and the Chinese Beidou started on the basis of meetings and consultations between representatives of the two countries, which took place this summer.
– Summary idea, which is built around the interaction with China – is the formation of a single navigation space from the Atlantic to the Pacific – told “Izvestia” Alexander Bondarenko, head of international projects NP GLONASS. – The Chinese partners are interested in this concept, the issue was discussed in the bilateral format and within the framework of the Working Group on Transport of APEC.
According to Bondarenko, now there is a selection of the format for the pilot projects that will detail the next steps.
– consider several pilot projects relating to the provision of navigation and information services to users of the vehicles involved in cross-border business, – said Bondarenko. – This is a Russian and Chinese commercial vehicles engaged in transporting and regularly cross the border between the two countries. In NP GLONASS state that Chinese partners are interested in has already been deployed in the Russian system of emergency response at accidents (ERA) GLONASS. According Belyanko, through collaboration with Chinese partners will also be carried out projects in the field of microelectronics.
– Here the main task – not only to create a unique chipset as primarily ensure customers are guaranteed access to the GLONASS navigation signal and Beidou, – emphasizes Belyanko. – Most of the civilian navigation receivers operate with all existing satellite systems, however, is theoretically impossible to exclude the possibility that access to one of the systems can be blocked, for example by flashing the device software. So that consumers are guaranteed to have access to systems GLONASS and Beidou, regardless of the political situation, there must be independent suppliers from different parts of the world.
Russian companies have greatly intensified interaction with Chinese companies after the announcement of technological sanctions by the United States in the spring and summer of this year. Including it comes to replacing American components used on spacecraft, on Chinese-made counterparts. In August this year, the vice-president of the Chinese state industrial corporation “Great Wall” Jao Chunchao announced at a conference in Moscow that the Chinese authorities are ready to lift the restrictions on the export of in Russia electron-component base for space application. According to the supervisor of the Space Policy Institute of Ivan Moiseyev, combining features of GLONASS and Beidou will improve consumer characteristics navigation equipment.
