Roscomnadzor has proposed to introduce a special software for identification of users of Wi-Fi networks access the Internet and called for the introduction of administrative responsibility for natural persons — owners of WAPs. About it writes on Thursday, 22 September, “Kommersant”.
As stated in the presentation prepared by the head of Department of control and supervision in the field of communications, Roskomnadzor Denis by Paltinum, now the identity of the Internet user is the MAC address of the Wi-Fi router that is not tied to a specific computer or other device of the subscriber.
to Improve the identification of Polzin suggested with the help of special software that would’ve tied the MAC address of the Wi-Fi device to a specific computer, smartphone or tablet. According to the representative of Roskomnadzor, access to Wi-Fi networks should have only the devices with such software. Users will need to download this software, install it, and then to pass verification.
the Initiative of Roskomnadzor put forward after checking 18 thousand Wi-Fi hotspots in public locations across Russia, during which it was revealed that 5.5 million of them allow users to surf the Internet without identification. In relation to operators that have committed such violations, was instituted administrative proceedings under the article “entrepreneurial activities without state registration or without special permit (license), providing for a fine for legal entities in the amount of 40 thousand rubles.
At the same time, Roskomnadzor found that about 2.5 thousand wireless access points, which did not require personal identification, organized by individuals. Information about them was transferred to the FSB as regards anti-terrorist activities, said the Agency.
