Its provisions are tightening requirements for employees collection agencies in terms of cooperation with the debtor and increase fines for violations tenfold, up to 2 million rubles.
According to the bill, the collection agency registered capital shall be not less than 10 million rubles. All collectors should be composed in the registry, that will guide the Government authorized body. At work in the collection agencies authors of the bill propose to ban taking persons having a criminal record for economic crimes and public safety.
In addition, the bill limits communication collector to the debtor by personal encounters no more than once a week, calls not more than twice a week. It prohibited communication from 20:00 to 9:00 on weekends from 22:00 to 8:00 on weekdays.
