Ministry of Culture to think about the introduction of tax credits on the Internet – RBC

The Ministry of Culture has pursued the issue of the introduction of incentives for the payment of tax on the internet for some categories of citizens. This was “Izvestia” said Deputy Minister of Culture Gregory Ivliev.

«The question of the possibility of applying to certain categories of web users exceptions in the form of exemption from payment of a global license is under elaboration and discussion,” – said Ivliev.

The deputy minister said that telecom operators have the opportunity to own, “without any laws and regulations” to protect against additional payment of those users, “who do not actually consume the objects of copyright and related rights.” Benefits can relate socially vulnerable groups of the population – pensioners, schoolchildren, students and the disabled.

As the February 23 “Rossiyskaya Gazeta”, the Ministry of Culture hopes to introduce a tax on the Internet in the third quarter of 2015. These terms are specified in the notice of the work on the draft law “On Amendments to the Civil Code of the Russian Federation in terms of improving the circulation of intellectual property in the information and telecommunication networks».

It is assumed that the text of the document will be ready by the end of April 2015 year. Ministry of Culture proposes to introduce a “global license” for network users. It will apply to musical and audiovisual works, as well as books.

Paying a license will be operators. They will have to pay a yearly fee, the parameters of which will be determined by the Government. Russian Union of holders expects that users will have to pay 300 rubles a year.
