Roscosmos had to make changes in the project to create a national system of satellite mobile communications confidential (SSKMS) and the timing of its implementation.

As explained in the draft Federal Space Program (FCP) for the years 2016-2025, which is now undergoing approval in the relevant departments, the system of protected confidential communications satellite will be launched from 2021 to 2025 and will consist of two satellites in geostationary orbit (GSO), and two on a high elliptical orbit (HEO).
