Roscosmos had to make changes in the project to create a national system of satellite mobile communications confidential (SSKMS) and the timing of its implementation.
As explained in the draft Federal Space Program (FCP) for the years 2016-2025, which is now undergoing approval in the relevant departments, the system of protected confidential communications satellite will be launched from 2021 to 2025 and will consist of two satellites in geostationary orbit (GSO), and two on a high elliptical orbit (HEO). The total project budget – 43.1 billion rubles. Financing development work SSKMS Roscosmos suggests starting in 2016, the newspaper “Izvestia».
As explained by the publication source in the Russian Space Agency, development work (R & D) SSKMS was the result of combining the two projects: the creation of a space complex “Ellipse”, composed of four spacecraft in highly elliptical orbit (this ensures reliable communication in high latitudes, where geostationary satellites are not visible) and communication systems “Yenisei” – it was planned to be built on the basis of three geostationary satellites. OCD “Yenisei” and “Ellipse” were spelled out in draft form to the PCF 2016-2025 years that Roskosmos has prepared last summer. “Last” economical “option PCF two communication systems are not pulled, and it was decided to make one integrated system in a minimal part of the spacecraft,” – he explained in outer agentstve. On also said that the launch of the first unit moved from 2019 to 2021.
Now in Russian system of confidential satellite communications in one form or another supported geostationary satellites broadcasting: run machines “Express” and MCA provide for the organization of communication through secure lines, in particular, to provide communications managers of the state, reminiscent of the ” Izvestia “. But the low reliability of missile technology, due to which these devices often do not reach to the orbit, and the short life of the vehicles put into question the reliability and stability of the protected channels of communication.
