the Deputy emphasized that monitoring and decryption of traffic a user will be possible only if the relevant judicial decision. Under current law, intelligence agencies have special authority to conduct overt and covert activities of the special nature in order to prevent terrorism, he recalled.
“Measures that restrict the constitutional rights of citizens, including the privacy of correspondence and personal life, can only be conducted with court approval. This rule will be observed when monitoring Internet traffic. It will be possible only on the basis of a court decision”, – says A. Election.
According to him, foreign software with no vulnerabilities, allowing to obtain unauthorized access to data, can also be used to decrypt the traffic security services.
Earlier media reported that the FSB, Ministry of communications and Ministry of industry and trade to discuss the development of technical solutions that will allow to decrypt the Internet traffic of Russian users, which operators are required to keep pursuant to the law “Spring package”. According to media reports, FSB offers to do it for keywords like “bomb”. In turn, the Ministry propose to decrypt the traffic of users, who are in the field of law enforcement.
In June, the state Duma adopted a package of laws Deputy Irina Yarovaya and Senator Viktor Ozerov. The amendments require operators, messengers and social networks within six months to store the content of voice connections of subscribers and copies of their electronic communications. In addition, instant messengers and social networks are required to provide a Federal body of Executive power in the field of security information required to decode electronic communications.
